Running Head: Immigration and Border Protection 1 Immigration and Border Protection of Department of Homeland Security Donald Capak Keiser University Immigration and Border Protection 2 Abstract It is my belief that the dissolution of the former U. S. Immigration and Naturalization and Customs Service and the creation of separate agencies under the Department of Homeland Security (DHS) was sound political decision.It is my belief that it was also a move to show the American people that the government was making attempts to help strengthen our security. In the next few pages of this assignment I will attempt to explain my decision to this question backed by research and information supporting me. I will discuss how the newly formed U. S. Customs and Border Protection and Immigration and Customs Enforcement was a step in the right direction to provide U. S. citizens with a sense of safety and security. I will primary focus on these two agencies, their details and what agencies they rep laced. Keywords: Department of Homeland Security, U.S. Immigration and Naturalization and Customs Service, Customs and Border Protection and Immigration, Customs Enforcement Immigration and Border Protection 3 Immigration and Border Protection Of Department of Homeland Security Before the events on September 11th all immigration policy and enforcement was handled by the Immigration and Naturalization Service (INS) under the Department of Justice. However once the Department of Homeland Security was created, the INS was absorbed and broken down into seperate offices.Two of these offices include the U. S. Customs and Border Protection and the Immigration and Customs Enforcement. Immigration and Customs enforcement is responsible for enforcing immigration laws within the United States. Immigration and customs enforcement is similar except they are aimed at enforcing the laws at points of entry into the United States. In the next few pages of this assignment I will give an overview of b oth the U. S. Customs and Border Protection and the Immigration and Customs enforcement, explaining what they do and how their creation was a benefit to the United States.The U. S. Customs and Border Protection’s responsibilities include protecting the nation’s borders and ensuring that people and cargo arrive on U. S. soil both safety and legally. They protect American citizens from weapons of mass destruction, illegal animals and plants and even contraband. Their purpose is to detect threats before they reach the U. S. in attempts to avert disasters (Jane Bullock, George Haddow, Damon Coppola, Sarp Yeletaysi , 2009). Their numbers are upwards of 53,000 both stateside and overseas. (Who We are. Immigration and Border Protection 4This move, led by former commission Robert Bonner, combined employe es from the United States Department of Agriculture, the United States Immigration and Naturalization Service and the United States Customs Service. S. defense against foreign attack. Not only did this move reorganize three different organizations into one, but it also established a more unified system. This in turn helped communication and response to threats. With a single organization, instead of two or three, it helped keep the focus on the primary goal; there would be no more varying paths. It was basically unified under one leadership. Another reason that this was done was because the Customs and Border Protection was in need of a serious overhaul.Originally the Immigration and Naturalization Service received its roots after the American Civil war. Many states began passing their own laws regarding immi gration, the federal government saw this as a problem and passed the Immigration Act of 1891, making immigration a federal manner. S. _Customs_Service. ) In the early 1900’s immigration laws started becoming stricter to help protect U. S. citizens and their wages. Laws in 1921 and 1924 began limiting the amount of Immigrants entering the U.S. based on quotas. Immigration and Border Protection 5 So as one can see, the INS was a fairly outdated system, primary used to limit Immigration and protect citizens from the problems of that era.Instead of performing an ove rhaul, like in 2003, they added organizations to it in attempts to cope with the changing times. This was ineffective and primitive. It caused for confusion amongst the different divisions leaders and made for very poor communication. Using these facts, it is my belief that the decision to create the U. S. Borders and Customs Protection was a wise and valuable decision in securing U. S. citizens from harm. Immigration and Customs Enforcement is the largest investigate arm of the DHS. (Bullock et al. 2010). This division, also known simply as ICE, is responsible for investigating and removing threats to the U.S. Employees of ICE, an estimated 15,000 strong, investigate and enforce over 400 federal statutes within the U. A Comparison of Two Types of Display Advertisements Essay

Advertising is all around us, we cannot avoid it, in the car on the street the train and the Internet, even in aeroplanes. Advertisements are around us in every type of media: television, radio and the written word, it is everywhere. It is one of the most influential factors in our lives and effects the way we think about companies and their products. For example the new Jaguar X-Type television adverts are aimed at the younger ‘X Generation’ so to interest high earning young men and women. Display advertising comprises of images and text and would be found on billboards, magazines and in shop windows among other places. The images and text are purposefully arranged to persuade us to associate the product with a certain lifestyle. Obviously not all types of advertising appeal to everyone, so target audience is essential in portraying the image of the product and quality. I will be comparing two display advertisements, both of which are from the January 2002 issue of the new technologies magazine T3. Both advertisements are for new electronic devices, a flat screen television from Samsung and the digital camcorder made by Sony. In the following comparison, you will be able to see the way these advertisements effect our lives and the products we buy. In the Samsung advertisement, there is a blurred image of a businessman standing alone on a tropical beach. His trousers are rolled up and he has a jacket slung casually over his shoulder. This man is obviously an executive businessman with a high paying job, the reason for this, I believe, is that you would have to earn a lot of money to have enough disposable income to afford the product. The man is relaxing on the beach looking out towards the sea to give an impression of freedom. He is standing casually portraying an image of complete relaxation, carelessness and mellowness. There are no props in the image to add to the felling of simplicity. All this is very much in contrast with the Sony camcorder advertisement. The Sony advertisement there is an image of a man skydiving with another person filming him with the product, the digital camcorder. The man skydiving has a look of exhilaration and elation upon his face, all of this adds to the image of the product giving you a fast paced and exciting lifestyle. This advertisement is a bit of a lie though; it would be practically impossible to shoot the man skydiving and would cost far too much. So Sony have employed another company that sell images and bought an image of a man skydiving and then the graphic designers would have superimposed the image of a hand holding the product. This gives the image of the man actually being recorded while skydiving. In the Sony advertisement the image on the LCD screen of the product is a big close up of the skydiver. This type of camera angle was used to create an intimate relationship with the target audience, also it creates an image of an ‘in your face’ and raw, ‘full on’ lifestyle. Outside of the image of the man’s face it is a long shot because you can see the skydiver’s whole body, however apart from the skydiver and the other person’s hand, which is a close up, there is a lot of ‘white space’, in this example the sky. The person holding the camcorder is in full focus but the rest of the advertisement is slightly blurred, this makes the product stand out. There are two slogans Shoot it, Send it, Pull Ripcord’ which is a three part list and an imperative and ‘go create’, which is an imperative. The first slogan is solely for the camcorder and is positioned in the top left which is the first thing you would look at, secondly the universal Sony slogan in the bottom right, the last thing you would look at. The slogans are in very understated fonts very similar to Arial, Times New Roman or Tahoma; this plays down the slogans and putting emphasis on the skydiver. In the Samsung television advertisement we find that the camera angle is a long shot of the businessman and the beach, this adds to the impression of ease a complete lack of cares in the world this product could create. The only clear and crisp part of the advertisement is the image of the product: the flat screen television, this helps to promote the product as you look at the advertisement. The product slogan ‘mix business with pleasure’ is positioned in the top right but is in a larger font than the Sony advertisement so that it occupies a much larger area of the advertisement. It is in a very rounded font similar to Square 721 Cn BT to add to the relaxed feel of the advertisement. ‘Mix business with pleasure’ is a play on words and a two part contrast. Also in the Samsung Electronics advertisement there is the universal Samsung slogan: ‘Samsung Digitall, everyone’s invited’ this is a two part contrast and an imperative. This advertisement is not as interestingly arranged and the universal Samsung Electronics slogan is not linked in with the product whereas the Sony advertisement has a series of circles showing what the product can do and in the final circle is the slogan. Because we in class only had black and white photocopies of the advertisements I cannot comment on the use of colour. In the Sony advertisement the whole feel of the image is one of a fast paced and action packed lifestyle, this however is in complete contrast with the Samsung television advertisement which is laid back and relaxed. The use of connecting the product to a certain type of lifestyle is used in almost all display advertisements and changes the passer by’s perception of the product and company. Another thing that made Thales famous is the fact that, although the Egyptians and Babylonians brought the idea of mathematics to Greece, he was able to organize these ideas rationally (Greece: Mathematics, 2001). Thales is also the one responsible for practicing geometry in everyday life since it is normally used at that time just for the sole reason of measurement. Because of this, other Greeks have been encouraged to follow what Thales had started. They are Pythagoras and Plato (Greece: Mathematics, 2001). Pythagoras is not just a mathematician but also a man of astronomy and religion and that’s what made him famous that time. In fact, he founded a school in which the members are called Pythagoreans that would soon study about discoveries and new ideas in mathematics, astronomy and philosophy (Greece: Mathematics, 2001). If the Greeks focused mostly on geometry such as plane figures and curvilinear figures, the Arabs managed to solve Algebraic problems using arithmetic methods. An Arab known as al-Khawarzmi is responsible for solving linear and quadratic equations in algebra. Aside from that, he also provided the geometrical methods of solving these equations. He was also the one who discovered that second degree equations have two roots. Because of his great contributions to algebra, it reported that the word algebra was named after him because he is considered as the father of Algebra in Arab mathematics. He is also the one who discovered geometric methods for completing the square (Drakos, 1996). With his methods, no symbols were used and no zero and negative coefficients were allowed. At first it seems that Macbeth is a noble warrior, but as time goes on it becomes apparent that he is a cruel, heartless tyrant, particularly when he murders Duncan and Macduffs’ wife and babes. At the start of the play, Macbeth believes the witches’ prophesies which foretell that he will become king. After he tells Lady Macbeth ‘My dearest partner of greatness’ of the witches prophesies, Lady Macbeth hatches a plan to kill the king of Scotland, which eventually results in horrible consequences for Macbeth and Scotland. Lady Macbeth explains her plan to Macbeth and her vision for his accession to the throne which would require the removal of Duncan. She suggests the murder of Duncan. Macbeth begins to feel weary and starts to have doubts. Lady Macbeth is insanely ambitious for her husband to become king, so much so that she states ‘I would, while it was smiling on my face, have pluck’d my nipple from his boneless gums, and dash’d the brains out’ rather than go back on her word like her husband has just done. However, little did either of them know that the repercussions for the killing of the king would lead to their own deaths. The people of Scotland were living in fear of an uncertain future, which influenced them to turn against their new king. Lady Macbeth is the driving force behind the murder of Duncan. She is ruthless. She was prepared to kill Duncan herself but found that he reminded her of her father and failed to go through with it only to find a few hours later, that Macbeth had carried out the deed. From there on it was a downhill slide into insanity for Macbeth as he could not live with the guilt. After murdering King Duncan, Macbeth fears he will never sleep again ‘Methought I heard a voice cry â€Å"Sleep no more! Macbeth does murder sleep†Ã¢â‚¬â„¢. Keeping the murder of Duncan a secret tormented the couple, leading Macbeth to commit further murders. Banquo posed a threat because Macbeth feared he would get in the way of accession to the throne. He decided to hire assassins to kill Banquo and his son Fleance. Banquo is murdered and Fleance flees. That night, Macbeth is crowned and a banquet is held to celebrate. During the banquet Macbeth see’s the ghost of Banquo and has a breakdown. Lady Macbeth comes to his rescue. She tells his guests that he is having hallucinations which he has suffered from since childhood. In this scene we see Macbeth being driven mad with guilt. ‘It will have blood; they say, blood will have blood’. Behind Macbeths back, somewhere in Scotland, Lennox is walking with another lord discussing the consequences the death of Duncan will have on Scotland. Both suspect Macbeth whom they have called a ‘tyrant’, of the murder of Banquo even though Fleance has been blamed. The lord tells Lennox that Macduff has gone to England, where he will join Malcolm in pleading with England’s King Edward for aid. News of these plots prompted Macbeth to prepare for war. When Macbeth realised that Macduff had gone to England, he brutally murders Macduffs’ wife and babes who were left unprotected. All sympathy for Macbeth vanishes and is seen as a cold-blooded murderer. Macbeth reaches his lowest ebb after the murder of Macduff’s wife and babes. When Lady Macbeth commits suicide he is left with no alternative but to face his demons. Macbeth now faces the consequences of the murders alone. He goes into battle defiant and is determined not to give up. Going into war, Macbeth is faced with the prospect that he might die. He then recites his famous last words ‘Yet I will try the last. Before my body I throw my warlike shield. Lay on, Macduff, and damn’d be him that first cried, â€Å"Hold, enough! †Ã¢â‚¬â„¢ and is killed by Macduff in battle. Matthews (2004) defined reflection as a process that encourages experiential learning which enhances knowledge to inform and improve nursing practice. A nurse has a responsibility to engage in reflection which enc ourages critical thinking and problem solving to advance and support their clinical competence and continued professional development (Wilding, 2008). Schon (1987) identified two different types of reflection; reflection-in-action where the nurse reflects on the practice as it occurs; and reflection-on-action which occurs following the event and allows the nurse to explore and learn from practice. Reflection-on-action is frequently used as a foundation of formal assessment and transforms experience into knowledge (Jasper, 2006). According to Benner (1984) reflection is key to experiential learning leading to positive changes in practice and facilitates the progression from novice to expert. This assignment will provide an in-depth analysis of an experience in practice using Johns model of structured reflection which has been adapted to suit the situation. Johns (2000) model for structured reflection primarily adopts a humanistic approach which focuses on emotions and feelings, where the nurse and patient are considered as equal partners during the encounter; The model offers a systematic structure of simple questions that encourages a consideration of patients individual needs and is appropriate when reflecting on the interpersonal relationship between the nurse and patient (Woods, 2003). I introduced myself to Jane and proceeded to prepare the prescribed pain medication. I was given the opportunity to administer the injection by my placement mentor, as this was one of my competencies that I needed to achieve before the end of my placement. I was made aware that Jane was a nurse, and this forced me to express some concern to my mentor. I had previously had a negative experience in a previous placement whilst administering an intramuscular injection. This initiated a short discussion with my mentor and although she was able to empathise to some degree with my dilemma she encouraged me to proceed as I needed to co mbat my fear and also complete the competency in a positive and efficient manner. To allay my fears my mentor explained she would guide me and provide positive, constructive feedback following the event. I organised the equipment onto a trolley and the medication was prepared allowing consideration for Janes age, physical build and her pre-existing conditions. The reluctance to perform the intervention made me feel incompetent and negligent of my duties however support and encouragement from my mentor helped to allay my fears. The Royal College of Nursing (2005) highlights the importance that students are adequately supported and given opportunities to learn during their practice placements. By encouraging me to administer the injection the mentor adopted an ethos of learning rather than teaching which promotes independence and active contribution to care (Ireland, 2008). Following the injection Jane expressed her gratitude at being relieved from her pain which increased my confidence and instilled a belief in my competence and abilities as a student nurse. Personal This situation generated many emotions within me of which frustration, fear, disappointment and then relief were the dominant feelings. When my mentor initiated that I was to give the injection my initial feeling was that of fear. Although I attempted to convince myself that I had the confidence to perform the task, the recollection of the previous negative experience emerged and caused increased anxiety. With this encouragement I believed I behaved professionally and competently, ensuring that Jane would be unaware of my anxieties. This incre ased my confidence in my clinical abilities and developed a trusting relationship with my mentor. Whilst the previous negative experience in practice established a fear within of administering intramuscular injections, the fact that Jane was a nurse also generated a preconception that she would review my practice and have an opinion on my abilities as a student nurse. However, on reflection Jane would have been more concerned and preoccupied with her pain and impending diagnosis rather than being focused on the fact that I was a student nurse. As Craven and Himle (2008) believes that appreciating and understanding that patients are individuals is a fundamental part of nursing practice I believed that Jane deserved compassion regardless of my own fears. Her pain and distress would have persisted if immediate treatment was not given therefore it was a moral and professional duty to provide the pain relief (Tan, 2009). I hoped that by giving Jane the medication safely and competently to relieve pain it would establish a trusting relationship between us, which according to Rushton et al (2007) is imperative. I was aware of Janes distress and wanted to provide care based on best evidence and in her best interests which is a prerequisite of good practice. It is crucial that nurses demonstrate clinical competence, display benevolent qualities towards the patient and appreciate the risk involved for the patient, as the equilibrium of power in the nurse-patient relationship is uneven which places the patient in a vulnerable position (Bell Duffy, 2009). Ethics My motivation to pursue a career in nursing was driven by the desire to care for patients whilst appreciating their needs, individuality and autonomous right to excellent care. In pain management, the duty to prevent or relieve suffering is fundamental and as advocates for patients, it is the nurses responsibility to address the current issues (Vaartio et al, 2008). Nurses are committed to the ethical principles of beneficence and nonmaleficence according to Tuckett (2004) and have the best interests of the patients at the centre of their practice which includes achieving optimal pain assessment and management. My action advocated the need for adequate pain relief, ensured that the administration of the injection was safe and I believe that Jane was cared for in a caring and empathetic manner which matched my beliefs of doing what is right and good in a clinical situation, which Carper (1978) described as ethical knowing. The importance of reflecting on previous negative experiences is highlighted by Bulman and Schutz (2004) who encourages nurses to explore their actions, identify problems and develop their future practice. My previous negative experience when administering an intramuscular injection was a traumatic experience however was a powerful catalyst for learning. In health care there is an accepted and elemental predilection for learning from failure which then is used to inform improved practice. Hemsworth (2000) believes that limited opportunities for students to perform injections in practice are associated with restricted knowledge and skills. However this experience helped to inform my practice and provided me with the confidence to choose the needle and the site of administration appropriate for Ja ne. In addition to providing comfort and support through effective communication it was important that I also performed the procedure safely and competently. Student nurses should repeatedly utilise opportunities to participate in learning activities to progress and maintain clinical competence and practice (Wilding, 2008). Following my assessment of Jane I believed that the injection should be administered into the ventrogluteal site using the shorter blue needle. The fact that the ventrogluteal site is the safest and the least painful site for delivering injections and that a shorter needle is advisable for patients who are emaciated provided with me with the rationale for my decisions (Craven Himle, 2008). The administration of intramuscular injections according to Hunter (2008) requires the nurse to possess the knowledge and rationale of the guiding principles that underpin the clinical skill. However as a first year student I lacked confidence to assert my choice to refuse to perform the procedure. This experience damaged my confidence in my abilities and had a negative effect on my future involvement with intramuscular injections. Retrospectively I should have asserted myself further and examined both my actions and the nurses immediately following the incident to address the issues. Nurses according to Baxter and Rideout (2006) have a powerful influence in the development of the students perceptions of themselves and their abilities. I approached this recent experience with an open mind and minimal reference to my previous experience nevertheless my mentor should have been informed at the beginning of the placement of my apprehension of intramuscular injections. Allison-Jones and Hirt (2004) believe that a good communicative relationship between a mentor and a student is an important part of learning with the mentors expertise, competency, approach and communication skills playing a central role (Stuart, 2007). Accepting that every situation is different and adopting an approach of clarity and transparency would improve my outlook and confidence for future practice. Saveman et al (2005) maintains that a good interpersonal and communicative relationship, professional approach, and a caring manner are all essential to build a successful nurse-patient relationship. With the refusal to administer the injection the prospect of building a caring and trusting nurse-patient relationship with Jane would have been unattainable. I am disturbed and frustrated that a negative experience influenced my confidence and could have been avoided if it had been addressed at the time by means of reflection and clinical supervision. Reflection according to Ashby (2006) can encourage nurses examine their practice, increase their self-awareness and uncover implicit knowledge. I am pleased however that I was now able to adopt a spirited and willing approach to combat my fears and carried out the procedure in a considerate and professional manner. The administration of pain medication to Jane demonstrated effective pain and distress management which according to Hall-Lord and Larsson (2006) is central to the prerequisite of first class delivery of nursing car e. Conclusion Johns and Freshwater (2005) define reflection as a process that encourages nurses to examine their actions and learn from experience which enhances and informs their practice. Whether the reflection occurs prior, during or following clinical practice it is a process that nurses can apply to understand and appreciate positive or negative experiences (Schon, 1987). The use of Johns (2000) model supports the need for the student to work with the mentor and has enabled me to explore and make sense of this reflective experience.
